SECOND QUARTER 2001
Three western states Nevada, New Mexico, and California and Florida led the nation in personal income growth in the second quarter of 2001, according to estimates released by the U.S. Bureau of Economic Analysis. The growth in these states was fueled by earnings strength in services and in finance, insurance, and real estate.
For the nation, personal income growth slowed to 0.8 percent in the second quarter from 1.4 percent in the first quarter (see table 1). The deceleration in income growth was mainly accounted for by declines in manufacturing, construction, and transportation and public utilities and by slower growth in services and trade. The 0.8-percent growth in U.S. personal income was the smallest growth rate since the first quarter of 1999.
Forty states, accounting for about 70 percent of U.S. personal income, experienced decelerations in personal income growth in the second quarter of 2001. In general, there was a consistent pattern to the slowdown across industries in these states. This pattern included weakness in manufacturing, construction, and transportation and public utilities. Personal income growth was unchanged in Florida and Michigan, and it picked up in California, Colorado, Delaware, the District of Columbia, Idaho, New Jersey, South Dakota, Washington, and Wyoming.
In the second quarter of 2001, prices paid by U.S. consumers (as measured by the price index for personal consumption expenditures) increased 0.3 percent. Forty-seven states and the District of Columbia had growth rates in personal income that were above the 0.3-percent increase in prices; personal income grew 0.3 percent in West Virginia and 0.2 percent in both Iowa and North Dakota (see Slowest growing states section on page 3).
Fastest growing states
Nevada (1.5 percent), New Mexico (1.5 percent), Florida (1.2 percent), and California (1.2 percent) led the nation in personal income growth in the second quarter of 2001. As a group, these states accounted for about 20 percent of U.S. personal income but contributed about 28 percent of the $72 billion U.S. growth.
Compared with first-quarter growth, personal income grew more slowly in Nevada and New Mexico, was unchanged in Florida, and picked up slightly in California in the second quarter.
The growth in personal income in all four states in the second quarter was primarily accounted for by solid growth in net earnings (see table 2). In addition, transfer payments contributed to personal income growth in New Mexico and Florida.

By industry, earnings in finance, insurance, and real estate; services; and government were the major contributors to earnings growth in all four states (see table 3). In addition:
- In Nevada, earnings in construction; durable goods manufacturing; and retail trade contributed substantially to earnings growth. Nevada led the nation in earnings growth (2.1 percent) in retail trade.
- In New Mexico, earnings in farms and mining contributed substantially.
- In Florida, earnings in wholesale trade contributed.
Three small states North Dakota (0.2 percent), Iowa (0.2 percent), and West Virginia (0.3 percent) had the slowest growth in personal income in the second quarter of 2001. As a group, these states accounted for about 1.6 percent of U.S. personal income but contributed only about 0.5 percent of the $72 billion U.S. growth.
The slow growth in personal income in all three states was primarily accounted for by weak performance of net earnings.

By industry, declines in farm earnings were the major contributors to the slow earnings growth in North Dakota and Iowa. In addition:
- In North Dakota, declines in mining; construction; and nondurable goods manufacturing contributed to the slow earnings growth.
- In Iowa, declines in durable goods manufacturing and retail trade contributed.
- In West Virginia, declines in construction; durable goods manufacturing; transportation and public utilities; and retail trade contributed to the slow earnings growth.
Other states
Of the remaining 43 states and the District of Columbia (DC), nine states grew at the national rate of 0.8 percent; 14 states and DC grew slightly faster (between 0.9 percent and 1.1 percent); and 21 states grew slower (between 0.4 percent and 0.7 percent). Most of these 43 states and DC experienced earnings declines in farms; construction; manufacturing; and transportation and public utilities.
- The declines in farm earnings were the most widespread and in some cases fairly large but farm earnings are typically quite volatile.
- For construction, the declines in these states represented a marked change from the relatively strong growth of first quarter, reflecting the continued slowing of the overall economy. Of the 27 states with declines in construction earnings in the second quarter, 20 states had positive earnings growth in the first quarter.
- For manufacturing, weakness exhibited in the first quarter became more widespread: Twenty-nine states experienced declines in manufacturing earnings in the second quarter, more than double the 14 states with declines in the first quarter. Though the declines in most of these 29 states were in durable goods manufacturing, 17 states also experienced declines in nondurable goods manufacturing.
- For transportation and public utilities, of the 19 states with declines, 15 states had had positive growth in the first quarter.
Definitions
Personal income is the income received by all persons from participation in production, from government and business transfer payments, and from government interest. Personal income is the sum of net earnings by place of residence, rental income of persons, personal dividend income, personal interest income, and transfer payments. Net earnings is earnings by place of work the sum of wage and salary disbursements (payrolls), other labor income, and proprietors' income less personal contributions for social insurance, plus an adjustment to convert earnings by place of work to a place-of-residence basis. Personal income is measured before the deduction of personal income taxes and other personal taxes and is reported in current dollars (no adjustment is made for price changes).
The estimate of personal income in the United States is derived as the sum of the state estimates; it differs from the estimate of personal income in the national income and product accounts (NIPA's) because of differences in coverage, in the methodologies used to prepare the estimates, and in the timing of the availability of source data.
