Massachusetts, Colorado, California, and New Hampshire had the fastest growth in personal income in 2000, according to revised estimates released by the U.S. Bureau of Economic Analysis. In contrast, three Southeast states Louisiana, Alabama, and Mississippi and Hawaii and Nebraska had the slowest personal income growth.
Personal income for the nation grew 7.0 percent in 2000, slightly slower than the 7.3 percent rate in the preliminary estimates released in April 2001 (see Revisions on page 5).
All 50 states and the District of Columbia had increases in personal income that substantially outpaced the 2.7-percent increase in prices paid by U.S. consumers (as measured by the price index for personal consumption expenditures).
Fastest growing states.The four states with the fastest growth in personal income in 2000 were Massachusetts (10.1 percent), Colorado (10.0 percent), California (9.8 percent), and New Hampshire (9.2 percent). In these states, the fast growth was a continuation of strong growth in recent years. These four states accounted for about 18 percent of U.S. personal income in 2000 but contributed about 25 percent of the growth in U.S. personal income.
In all four states, the fast growth in 2000 primarily reflected double-digit growth rates in net earnings, which accounted for more than two-thirds of personal income (see table 2).

In these states, growth in earnings was strong in all major nonfarm industries, but growth was particularly strong in durable goods manufacturing and services (see tables 3 and 4). The strength in these industries partly reflected continued rapid growth in high-tech manufacturing industries, such as electronics and electrical devices (semiconductor manufacturing and related products), industrial machinery and computer equipment (computer hardware and components), and in business services (software development and data processing). In addition:
- In Massachusetts, earnings in finance, insurance, and real estate contributed substantially, mainly security and commodity brokers and depository institutions.
- In Colorado, earnings in wholesale trade and in finance, insurance, and real estate, mainly real estate, depository institutions, and insurance services contributed substantially to earnings growth.
- In California, earnings in durable goods manufacturing, which accounted for nearly one-fifth of the total earnings growth, posted the second largest increase (20.1 percent) in the nation.
- In New Hampshire, earnings in wholesale trade contributed substantially.
Slowest growing states.The five states with the slowest growth in personal income in 2000 were Louisiana (3.7 percent), Alabama (3.9 percent), Hawaii (4.1 percent), Mississippi (4.3 percent), and Nebraska (4.3 percent). Personal income growth in all five states has been below average in recent years. These five states accounted for about 4.2 percent of U.S. personal income in 2000 but contributed only 2.5 percent of the growth in U.S. personal income.
In all five states, the slow income growth in 2000 primarily reflected weakness in net earnings. Weakness in transfer payments also contributed to the slow growth in Louisiana, and weakness in dividends, interest, and rent also contributed to the slow growth in Hawaii.

In all five states, farm earnings declined, and in general, earnings growth was weak in most major industries, particularly high-tech manufacturing industries and business services. In addition:
- In Louisiana, the slow growth in earnings reflected weakness in construction, mainly heavy construction contractors; in durable goods manufacturing, mainly primary metal industries and instruments and related products; in nondurable goods manufacturing, mainly apparel and other textile products and petroleum and coal products; in finance, insurance, and real estate, mainly depository institutions and insurance carriers.
- In Alabama, the slow growth reflected weakness in mining, mainly coal mining; in durable goods manufacturing, mainly lumber and wood products and fabricated metal products; and in government, mainly federal military.
- In Mississippi, the slow growth reflected weakness in construction, mainly general building contractors; in durable goods manufacturing, mainly motor vehicles and equipment and lumber and wood products; and in nondurable goods manufacturing, mainly food and kindred products and paper and allied products.
- In Nebraska, the slow growth mainly reflected a large decline in farm earnings.
Personal Income Growth Thus Far in the Current Expansion, 19922000
In the current economic expansion, which began after the 1990-91 recession, U.S. personal income grew at an average annual rate of 5.6 percent. By comparison, U.S. prices increased at an average annual rate of 2.0 percent between 1992 and 2000. All 50 states and the District of Columbia had growth rates that surpassed the 2.0-percent increase in prices. Growth rates ranged from 8.9 percent in Nevada to 2.4 percent in Hawaii.
Four western states Nevada, Colorado, Arizona, and Utah and Georgia led the nation in personal income growth between 1992 and 2000 (see map below). Hawaii, Alaska, West Virginia, Pennsylvania, and North Dakota had the slowest growth in the same period.
In most of the fast-growing states, high-tech manufacturing and business services were the major contributors to the rapid growth. In Nevada, strength in tourism also boosted overall growth.
In most of the slow-growing states, high-tech manufacturing and business services were not as prominent as in the fast-growing states. In addition, weak growth in other traditional manufacturing industries, such as apparel and textile products, food and kindred products, or paper and related product also contributed to the overall slow growth. In North Dakota and West Virginia, declines in farm earnings also contributed substantially to the slow growth. In Hawaii, a decline in construction earnings also contributed to slow growth, and in Alaska, a decline in agricultural services, forestry, and fishing also contributed.
Revisions
The state personal income estimates have been revised for 19982000 to incorporate the results of the most recent revisions of the national income and product accounts (NIPA's) that were released on July 27, 2001 and newly available state source data that are more complete, more detailed, and otherwise more appropriate than data previously available.
In general, the revisions to state personal income as a percentage of the previously published estimates for all three years are small. For the nation, personal income was revised up $35.3 billion in 1998, revised down $14.5 billion in 1999, and revised down $39.2 billion in 2000 (see table 5). In 2000, the largest downward revisions were Nevada (2.2 percent) and Oregon (2.1 percent). The largest upward percentage revisions were the District of Columbia (2.5 percent), Wyoming (1.0 percent), Connecticut (0.7 percent), New Jersey (0.5 percent), and Oklahoma (0.5 percent).
The revisions in growth rates tend to be small. In 1999-2000, the District of Columbia and three states had the highest revisions in growth rates: The District of Columbia (1.4 percentage points), New Jersey (0.9 percentage points), Montana (0.7 percentage points), Delaware (0.5 percentage points).
The September release of revised annual state personal income usually includes revised estimates of state per capita personal income as well. A principal use of these estimates is to allocate federal funds to the states. For example, the Medicaid program uses state per capita personal income estimates for the three most recent years in this case, 1998, 1999, and 2000 in its allocation formula.
Census 2000 population counts were released in March 2001 for redistricting purposes. The Acting Director of the Bureau of the Census is scheduled to make a recommendation by October 15, 2001 about whether to adjust those counts for future uses other than redistricting. Meanwhile, the Census Bureau has not released state population estimates that are consistent with both the 1990 and 2000 decennial censuses. BEA normally uses revised population estimates in its revisions of state per capita personal income for the prior decade.
When BEA learns of the Census Bureau's recommendation, it will consult with data users on the need for interim estimates of state per capita personal income for 1998, 1999, and 2000.
Definitions
Personal income is the income received by all persons from participation in production, from government and business transfer payments, and from government interest. Personal income is the sum of net earnings by place of residence, rental income of persons, personal dividend income, personal interest income, and transfer payments. Net earnings is earnings by place of work the sum of wage and salary disbursements (payrolls), other labor income, and proprietors' income less personal contributions for social insurance, plus an adjustment to convert earnings by place of work to a place-of-residence basis. Personal income is measured before the deduction of personal income taxes and other personal taxes and is reported in current dollars (no adjustment is made for price changes).
The estimate of personal income in the United States is derived as the sum of the state estimates; it differs from the estimate of personal income in the national income and product accounts (NIPA's) because of differences in coverage, in the methodologies used to prepare the estimates, and in the timing of the availability of source data.
