Two western states Wyoming and Idaho and two eastern states Massachusetts and Maine had the fastest growth in per capita personal income in the nation in 1999, according to preliminary estimates released by the Commerce Department's Bureau of Economic Analysis. This release also introduces the comprehensive revision of the state personal income estimates for 1969-99 (see Comprehensive revision of state personal income estimates on page 6 of this release for more details).
For the nation, per capita income grew 4.8 percent in 1999 to $28,518, slightly less than 4.9-percent growth in 1998 (see table 1). In 24 states, per capita income grew less in 1999 than in 1998. Prices paid by U.S. consumers (as measured by the price index for personal consumption expenditures) increased 1.6 percent in 1999 after increasing 0.9 percent in 1998. All 50 states and the District of Columbia had growth rates in per capita income that were above the increases in prices in both 1998 and 1999.

Fastest growing states.In 1999, the four states with the fastest growth in per capita income were Wyoming (7.0 percent), Massachusetts (6.7 percent), Maine (6.2 percent), and Idaho (6.2 percent). All four states except Massachusetts had per capita incomes below the U.S. average of $28,518.
In all four fastest growing states, growth rates in personal income exceeded the U.S. average of 5.8 percent, and except in Idaho, growth rates in population were below the U.S. average of 0.9 percent (see the chart below).

In all four fastest growing states in 1999, net earnings was the major contributor to personal income growth (see table 5, contribution to percent change in personal income, and Definitions on page 7).
By industry, in Wyoming, the major contributors to growth in earnings by place of work were earnings in farms and in services; in Massachusetts, the major contributors were earnings in services and in finance, insurance, and real estate; in Maine, the major contributors were earnings in services, in construction, and in finance, insurance, and real estate; and in Idaho, the major contributors were earnings in services, in farms, and in manufacturing.
Slowest growing states.In 1999, the four states with the slowest growth in per capita income were Alaska (2.5 percent), Louisiana (2.6 percent), North Dakota (2.7 percent), and West Virginia (3.5 percent). All four states except Alaska had per capita incomes below the U.S. average of $28,518.
In all four slowest growing states, personal income grew at below the U.S. average of 5.8 percent, and population either declined or grew at below the U.S. average of 0.9 percent.

In all of the slowest growing states in 1999, personal income growth was held back by slow growth in net earnings.
By industry, in Alaska, the slow growth in earnings by place of work reflected weakness in all major industry groups; in Louisiana, weakness in earnings in mining, in construction, in transportation and public utilities, and in wholesale trade contributed to the slow growth; in North Dakota, a substantial decline in farm earnings dampened earnings growth; and in West Virginia, declines in earnings in mining, in construction, and in transportation and public utilities contributed to slow growth.
Ranking of state per capita income
In 1999, per capita income ranged from $39,167 in Connecticut to $20,506 in Mississippi.
The ranking of states by per capita income changed little between 1998 and 1999; Idaho and Wyoming increased more than two positions in rank, and Louisiana and Ohio declined more than two positions in rank (see table 4).

State personal income for the fourth quarter of 1999
In the fourth quarter of 1999, U.S. personal income increased $146.2 billion, or 1.9 percent after increasing 1.2 percent in the third quarter (see table 8). Personal income growth accelerated in five regions Plains, Rocky Mountain, Southeast, Southwest, and Great Lakes and decelerated in three regions New England, Far West, and Mideast.
In the fourth quarter of 1999, personal income growth ranged from 0.3 percent in Washington to 8.8 in North Dakota. The District of Columbia and all states except Hawaii and Washington had growth rates in personal income that were above the 0.6-percent increase in prices.
The preliminary 1999 estimates of state personal income released today are derived from the average of quarterly estimates for 1999. The estimates for the fourth quarter of 1999 are available for the first time today and are presented in table 8. All quarterly estimates of state personal income, starting from the first quarter of 1969 to the third quarter of 1999, have been revised to incorporate the comprehensive revision of the national income and product accounts (NIPA's) that was released on October 28, 1999.
Comprehensive revision of the state personal income estimates
The annual estimates (196998) and quarterly estimates (1969:I1999:III) of state personal income have been revised to incorporate the comprehensive revision of the NIPA's.** The revised annual and quarterly estimates of state personal income are released today and are available without charge on BEA's Web site >.
Two major definitional changes affect the components of personal income:
The revised treatment of government employee retirement plans raises other labor income, personal interest income, and personal dividend income. It reduces personal contributions for social insurance (a subtraction in calculating personal income) and transfer payments to persons. As a result of this change, U.S. personal income is revised up for all years since 1969.
The revised treatment of noninsured private pension plans raises personal dividend income and rental income of persons and reduces personal interest income by an offsetting amount. Although U.S. personal income is not affected by this change, new sources and methods used to produce the state estimates for these items have caused changes in state personal income.
The revised estimates also reflect the incorporation of newly available and revised source data and improved estimating methodologies. Some of the newly available source data that affect the state personal income estimates are the following: Internal Revenue Service tabulations of 1995 and 1996 income tax returns of sole proprietors and partnerships and 1997 tabulations of dividends, interest, and rent from the individual tax returns; U.S. Department of Agriculture (USDA) farm income and expense statistics for 1998 and data from the 1997 Census of Agriculture; 1996 Census Bureau data from annual surveys of state and local governments; and Bureau of Labor Statistics tabulations of wages and salaries for the third quarter 1999.
The effect of the revisions on the average annual growth rates for all states for 196998 was slight. The upward revisions to personal income levels for the nation were 2.5 percent in 1997 and 2.7 percent in 1998 (see table 7). The revisions in 1998 ranged between 8.2 percent for Alaska and -2.8 percent for the District of Columbia. The revisions for two thirds of the states in 1998 ranged between 1.7 percent and 4.7 percent. These states accounted for nearly 75 percent of U.S. personal income. Most of the revisions to the nation and to states reflect the reclassification of government employee retirement plans, which raises personal income by (1) the amount of employer contributions to these plans, which are added to other labor income, (2) interest and dividends received by these plans, which are added to personal interest income and to personal dividend income, and (3) personal contributions to these plans, which are no longer included in personal contributions for social insurance a component that is deducted in the calculation of personal income. The reclassification reduces personal income by the amount of benefit payments paid by these plans, which are no longer included in government transfer payments to persons.
Articles previewing the NIPA comprehensive revision were featured in the August, September, and October 1999 issues of the Survey of Current Business, and an article in the December 1999 issue provided more detailed information on the effects of the revision on the U.S. estimates. For the comprehensive revision of state personal income estimates, a more detailed discussion will be presented in the June 2000 issue of the Survey.
**NOTE.Comprehensive revisions, which are carried out about every 4 to 5 years, are an important part of BEA's regular process for improving and modernizing its accounts to keep pace with the ever- changing U.S. economy. Such revisions differ from annual revisions because of the scope of the changes and because of the number of years subject to revision. Comprehensive revisions incorporate three major types: (1) definitional and classificational changes that update the accounts to portray more accurately the evolving U.S. economy, (2) statistical changes that update the national and regional accounts to reflect the introduction of new and improved methodologies and the incorporation of newly available and revised source data, and (3) presentational changes that update the tables to reflect definitional, classificational, and statistical changes and to make the tables more informative.
Personal income is the income received by all persons from participation in production, from government and business transfer payments, and from government interest. Personal income is the sum of net earnings by place of residence, rental income of persons, personal dividend income, personal interest income, and transfer payments. Net earnings is earnings by place of work the sum of wage and salary disbursements (payrolls), other labor income, and proprietors' income less personal contributions for social insurance, plus an adjustment to convert earnings by place of work to a place-of-residence basis. Personal income is measured before the deduction of personal income taxes and other personal taxes and is reported in current dollars (no adjustment is made for price changes).
The estimate of personal income in the United States is derived as the sum of the state estimates; it differs from the estimate of personal income in the national income and product accounts (NIPA's) because of differences in coverage and in the timing of the availability of source data.
Per capita personal income is the annual total personal income of residents divided by resident population as of July 1.
