PERSONAL INCOME AND OUTLAYS: JUNE 2002
REVISED ESTIMATES: 1999 THROUGH MAY 2002
Personal income increased $57.0 billion, or 0.6 percent, and disposable personal income (DPI)
increased $55.0 billion, or 0.7 percent, in June, according to the Bureau of Economic Analysis.
Personal consumption expenditures (PCE) increased $35.6 billion, or 0.5 percent. In May, personal
income increased $39.4 billion, or 0.4 percent, DPI increased $40.9 billion, or 0.5 percent, and PCE
decreased $2.3 billion, or less than 0.1 percent, based on revised estimates.

The estimates released today reflect revisions in the national income and product accounts
beginning with January 1999. Revisions are usually made each July to incorporate source data that
are more complete, more detailed, and otherwise more consistent than previously available. This
release includes revised monthly personal income, disposable personal income, and outlays and
provides an overview of the effects of the revision. The August 2002 Survey of Current Business will
contain national income and product accounts tables and an article describing the revisions. The
revised estimates will be available from BEA's Web site at <www.bea.gov>.
Wages and salaries
Private wage and salary disbursements increased $29.6 billion in June, compared with an
increase of $16.9 billion in May. Goods-producing industries' payrolls increased $4.5 billion,
compared with an increase of $1.0 billion; manufacturing payrolls increased $2.7 billion, compared
with an increase of $1.6 billion. Distributive industries' payrolls increased $5.1 billion, compared
with an increase of $6.3 billion. Service industries' payrolls increased $20.1 billion, compared with
an increase of $9.6 billion. Government wage and salary disbursements increased $2.8 billion,
compared with an increase of $2.4 billion.
Other personal income
Proprietors' income decreased less than $0.1 billion in June, compared with a decrease of $4.1
billion in May. Farm proprietors' income decreased $1.5 billion, compared with a decrease of $8.3
billion. Nonfarm proprietors' income increased $1.5 billion, compared with an increase of $4.2
billion.
Transfer payments increased $6.2 billion in June, compared with an increase of $5.3 billion in
May. Personal interest income increased $8.0 billion, compared with an increase of $8.1 billion.
Personal dividend income increased $2.4 billion, compared with an increase of $2.3 billion. Rental
income of persons increased $5.8 billion in June, the same increase as in May.
Personal contributions for social insurance -- a subtraction in calculating personal income --
increased $2.3 billion in June, compared with an increase of $1.4 billion in May.
Personal taxes and disposable personal income
Personal tax and nontax payments increased $2.0 billion in June, in contrast to a decrease of
$1.5 billion in May. Disposable personal income (DPI) -- personal income less personal tax and
nontax payments -- increased $55.0 billion, or 0.7 percent, in June, compared with an increase of
$40.9 billion, or 0.5 percent, in May.
Personal outlays and personal saving
Personal outlays -- PCE, interest paid by persons, and personal transfer payments to the rest of
the world (net) -- increased $40.3 billion in June, compared with an increase of $2.5 billion in May.
PCE increased $35.6 billion, in contrast to a decrease of $2.3 billion.
Personal saving -- DPI less personal outlays -- was $330.5 billion in June, compared with
$315.8 billion in May. Personal saving as a percentage of disposable personal income was 4.2
percent in June, compared with 4.1 percent in May.
Real DPI and real PCE
Real DPI -- DPI adjusted to remove price changes -- increased 0.6 percent in June, the same
increase as in May.
Real PCE -- PCE adjusted to remove price changes -- increased 0.4 percent in June, in contrast
to a decrease of less than 0.1 percent in May. Purchases of durable goods increased 1.9 percent, in
contrast to a decrease of 2.6 percent. Purchases of motor vehicles and parts accounted for most of
the increase in June and most of the decrease in May. Purchases of nondurable goods increased 0.3
percent in June, compared with an increase of 0.1 percent in May. Purchases of services increased
0.2 percent, compared with an increase of 0.5 percent.
Revision of the Personal Income and Outlays Estimates
Personal income, personal outlays, DPI, and personal saving are revised beginning with January
1999 to reflect the results of the annual revision in the national income and product accounts (NIPA's)
released this week. The NIPA's usually are revised each July to incorporate newly available and more
comprehensive source data, as well as improved estimating methodologies.
Annual revisions to the estimates of personal income and outlays, which begin with 1999, are
shown in table 12. Revised and previously published monthly estimates of personal income, DPI, PCE,
personal saving as a percentage of DPI, real DPI, real PCE, and the PCE implicit price deflator are
shown in table 13; revised and previously published annual and quarterly estimates are shown in table
14.
Personal income was revised up $9.2 billion for 1999, was revised up $87.4 billion for 2000, and
was revised down $38.2 billion for 2001. For 1999, upward revisions to personal interest income and to
nonfarm proprietors' income were partly offset by a downward revision to personal dividend income.
For 2000, upward revisions to personal interest income, to other labor income, to nonfarm proprietors'
income, and to rental income of persons were partly offset by a downward revision to farm proprietors'
income. For 2001, downward revisions to wage and salary disbursements, to proprietors' income, to
personal dividend income, and to rental income of persons were partly offset by upward revisions to
personal interest income, to transfer payments to persons, and to other labor income. The large
downward revision to wage and salary disbursements for 2001 reflected the incorporation of newly
available Bureau of Labor Statistics tabulations of wages and salaries of employees covered by state
unemployment insurance.
Personal tax and nontax payments was revised down for all 3 years: $0.1 billion for 1999, $1.8
billion for 2000, and $14.1 billion for 2001. DPI was revised up $9.4 billion for 1999, was revised up
$89.2 billion for 2000, and was revised down $24.1 billion for 2001. The percent change from the
preceding year in real DPI was revised up from 2.5 percent to 2.6 percent for 1999, was revised up from
3.5 percent to 4.8 percent for 2000, and was revised down from 3.6 percent to 1.8 percent for 2001.
Personal outlays was revised down for all 3 years: $3.9 billion for 1999, $44.7 billion for 2000,
and $75.4 billion for 2001. Downward revisions to PCE accounted for most of the revisions to personal
outlays.
Personal saving as a percentage of DPI was revised up from 2.4 percent to 2.6 percent for 1999,
was revised up from 1.0 percent to 2.8 percent for 2000, and was revised up from 1.6 percent to 2.3
percent for 2001.
New Methodology and Revision Schedule for Wages and Salaries
A new revision schedule for wages and salaries and related income-side components will
permit the incorporation of the most recently available wage and salary tabulations of employees
covered by state unemployment insurance from the Bureau of Labor Statistics (BLS). When final
estimates of GDP for the current quarter are released (in September, December, March, and June),
BLS wage and salary tabulations of employees covered by state unemployment insurance are
available for the previous quarter. Therefore, for these releases, BEA will usually publish revised
estimates for wages and salaries and affected income-side aggregates for the current quarter, the
previous quarter, and the associated months. (The revision schedule will be contingent upon the
availability of source data and may be adjusted for annual and comprehensive revisions.) GDP
and its components will continue to be revised only for the current quarter.
Underlying this change is an improved method for estimating quarterly wages and salaries
that incorporates the seasonally adjusted quarterly BLS tabulations of wages and salaries of
employees covered by state unemployment insurance. Previously, only the annual estimates
reflected data from this source; the monthly and quarterly estimates of wages and salaries were
based on employment, hours, and average hourly earnings from the establishment survey of the
BLS current employment statistics, which is a less comprehensive data source. Preliminary
monthly estimates will continue to be based on employment, hours, and average earnings from the
BLS current employment statistics survey.
