BEA does not publish a series for taxes as a percent of personal income, but BEA's personal income and outlays data (NIPA Table 2.1) include data on what the Bureau calls current taxes, and as a percentage of personal income, current taxes were 9.6 percent in 2009. Personal current taxes are mainly income taxes, personal property taxes, and payments for personal licenses and exclude social security contributions, residential property taxes, and sales taxes.
Another frequently cited measure from BEA's data is total government receipts as a percentage of GDP. In addition to personal current tax receipts, total government receipts includes taxes on corporate income, taxes on production and imports, taxes from the rest of the world, estate and gift taxes, contributions for government social insurance, interest and dividends, transfer receipts, and the current surplus of government enterprises. For 2009, the ratio of total government receipts to GDP was 26.8 percent.
