EDT, MONDAY, APRIL 28, 1997 Duke Tran: (202) 606-5344 (Analysis) BEA 97-09 Kathy Albetski: 606-5360 (Estimates) STATE PER CAPITA PERSONAL INCOME GROWTH IN 1996 The five states with the fastest growth in per capita personal income in 1996 were in the Plains region, according to preliminary estimates released by the Commerce Department's Bureau of Economic Analysis. In these states -- North Dakota, South Dakota, Iowa, Nebraska, and Minnesota -- large increases in farm earnings, mainly reflecting a high level of corn production in 1996 following a low level in 1995, boosted personal income growth. In North Dakota, wheat production was also strong. For the nation, per capita income was $24,231 in 1996, up from $23,196 in 1995 (see table 1). The 4.5-percent increase in per capita income was more than double the 2.2-percent increase in prices paid by U.S. consumers, as measured by the price index for personal consumption expenditures. All states except Alaska and Hawaii had increases in per capita income that exceeded the increase in prices. Fastest growing states North Dakota, South Dakota, Iowa, Nebraska, and Minnesota were the states with the fastest growth in per capita income; increases in per capita income in these states ranged from 11.2 percent to 6.8 percent. In all five states, increases in personal income were more than the U.S. average, and increases in population were less than or equal to the U.S. average (see tables 2 and 3). In all five states, farm earnings in 1996 rebounded from low levels in 1995. In addition, in the following industries in these states, earnings increases exceeded increases in the state's personal income: Construction in North Dakota; durable goods manufacturing in South Dakota; construction and services in Iowa; services in Nebraska; and construction, wholesale trade, finance, insurance, and real estate, and services in Minnesota (see table 5). Slowest growing states Hawaii, Alaska, Wyoming, Tennessee, Montana, and Maryland were the states with the slowest growth in per capita income; increases in per capita income in these states ranged from 1.7 percent to 3.3 percent. In all six states, increases in personal income were less than the U.S. average, and except in Montana and Tennessee, increases in population were less than the U.S. average. In all six states, earnings in mining either declined or increased at rates less than that of the state's personal income. In most of these states, earnings either declined, were unchanged, or increased at rates less than that of the state's personal income in farming, in construction, in manufacturing, in transportation and public utilities, in wholesale trade, and in government. In addition, in the following industries and states, earnings increases were less than the increases in the state's personal income: Retail trade in Hawaii; retail trade and finance, insurance, and real estate in Alaska; and retail trade in Maryland. Most of the six states had increases in dividends, interest, and rent that were less than the increases in the state's personal income (see table 4). Ranking of states by the level of per capita income The ranking of states by per capita income changed little between 1995 and 1996. State personal income, fourth quarter 1996 In the fourth quarter of 1996, personal income in the nation increased 1.3 percent, nearly the same rate as in the third quarter (see table 7). In the fourth quarter of 1996, the five fastest growing states were Nevada, Nebraska, Kansas, North Carolina, and Montana; increases in personal income in these states ranged from 2.3 percent to 1.8 percent. In all of these states, earnings increases were above average in services, in finance, insurance, and real estate, and except in Nebraska, in nondurable goods manufacturing and in retail trade. Definitions Personal income is the income received by all persons from all sources, that is, from participation in production, from government and business transfer payments, and from government interest. Personal income is the sum of earnings (private and government wage and salary disbursements, other labor income, and farm and nonfarm proprietors' income), rental income of persons, personal dividend income, personal interest income, and transfer payments, less personal contributions for social insurance. Personal income is measured before the deduction of personal income taxes and other personal taxes and is reported in current dollars (no adjustment is made for price changes). The personal income level for the United States in this release is derived as the sum of the state estimates; it differs from the national income and product accounts (NIPA) estimate of personal income because, by definition, it omits the earnings of federal civilian and military personnel stationed abroad and of U.S. residents employed abroad temporarily by private U.S. firms. It can also differ from the NIPA estimate because of different revision schedules. Per capita personal income is the annual total personal income of residents divided by resident population as of July 1. Note on the Estimates of State Personal Income Each April, as part of the procedure for developing the national control totals that are used for the state estimates, the following Bureau of Economic Analysis (BEA) annual estimates of wage and salary disbursements for the most recent year are compared: The annual NIPA estimate, which is based primarily on monthly national data from the Bureau of Labor Statistics (BLS) establishment survey, and an alternative annual estimate, which is based primarily on BLS tabulations of wages and salaries of employees covered by unemployment insurance for the first three quarters and on a BEA estimate for the fourth quarter. This year, because the two series did not differ significantly, the NIPA estimates of wage and salary disbursements were used to develop the annual national control totals for 1996. As usual, the NIPA estimates of wage and salary disbursements for 1996 will be revised in July to incorporate the unemployment insurance tabulations for all four quarters of 1996. The annual state estimates will be revised in September.1 ------------------------ 1.
