FOR WIRE TRANSMISSION 9:00 a.m. EDT, WEDNESDAY, AUGUST 27, 1997 Wallace K. Bailey: (202) 606-5360 (Analysis) BEA 97-25 Kathy A. Albetski: 606-5360 (Estimates) PERSONAL INCOME IN METRO COUNTIES GREW FASTER THAN PERSONAL INCOME IN NONMETRO COUNTIES IN 1995 Personal income in metropolitan counties grew much faster than personal income in nonmetropolitan counties from 1994 to 1995 according to estimates released today by the Commerce Department's Bureau of Economic Analysis. In contrast, personal income in metro counties grew somewhat slower than in nonmetro counties from 1990 to 1994. The 828 counties that compose the nation's metro areas accounted for 80 percent of the nation's population and 85 percent of its personal income in 1995. In 1995, personal income increased 6.4 percent in metro counties and 5.2 percent in nonmetro counties. For 1990-94, personal income increased at an annual rate of 4.7 percent in metro counties and 5.0 percent in nonmetro counties. Personal income in metro counties grew faster than in nonmetro counties in all eight BEA regions; the faster growth mainly reflected a nationwide decline in farm personal income, which is a much smaller proportion of personal income in metro counties than in nonmetro counties. In all eight BEA regions, farm personal income in nonmetro counties declined. In 1995, nonfarm personal income in nonmetro counties grew at 6.3 percent, nearly as fast as nonfarm personal income in metro counties, at 6.5 percent. Only in the Plains region did nonfarm personal income growth in nonmetro counties exceed that in metro counties. The estimates for 1995 are released for the first time. The estimates incorporate the comprehensive revision to the national income and product accounts (NIPA's) released in January 1996 and the comprehensive revision to state personal income released in September 1996. The annual revision to the NIPA's that was released on July 31, 1997 will be incorporated into the State personal income estimates to be released on September 19, 1997 and into the local area personal income estimates to be released in May 1998. Metropolitan areas with fastest personal income growth in 1995 The ten areas with the fastest growth of personal income from 1994 to 1995 were all wholly or partly in the Southwest, Rocky Mountain, and Southeast regions. Metropolitan areas with highest and lowest 1995 per capita personal income The ten areas with the highest per capita personal income in 1995 were generally large in terms of personal income and population and were all located on the east or west coasts. Six of the ten areas are primary metropolitan statistical areas (PMSA's) that are part of the New York-Northern New Jersey-Long Island, NY-NJ-CT-PA Consolidated Metropolitan Statistical Area (CMSA), and two are PMSA's in the San Francisco-Oakland-San Jose, CA CMSA. Nine of the areas ranked among the ten highest per capita personal income in 1990. The exception was San Jose, CA, which ranked 11th in 1990. Nine of the ten areas ranked among the lowest per capita income areas in 1990. Individual metropolitan area and county BEARFACTS are available to news media as a supplement to this release from the Regional Economic Measurement Division -- telephone (202) 606-5360 or FAX (202) 606-5322. Additional data on personal income and per capita personal income for BEA regions, States, and metropolitan areas, as well as data for counties, will be presented in the September issue of the Survey of Current Business, the monthly journal of the Bureau of Economic Analysis. See the end of this release for information on obtaining issues of the Survey of Current Business in printed form and on the Internet. The full detail of the local area personal income estimates is available on a CD-ROM for $35.00. For further information, call (202) 606-5360. Definitions Personal income is the income received by all persons from all sources, that is, from participation in production, from government and business transfer payments, and from government interest. Personal income is the sum of net earnings by place of residence, rental income of persons, personal dividend income, personal interest income, and transfer payments. Net earnings by place of residence is earnings by place of work -- the sum of wage and salary disbursements (payrolls), other labor income, and proprietors' income -- less personal contributions for social insurance, plus an adjustment for residence. Personal income is measured before the deduction of personal income taxes and other personal taxes and is reported in current dollars (no adjustment is made for price changes). The personal income level for the United States in this release is derived as the sum of the county estimates; it differs from the national income and product account (NIPA) estimate of personal income because, by definition, it omits the earnings of federal civilian and military personnel stationed abroad and of U.S. residents employed abroad temporarily by private U.S. firms. It can also differ from the NIPA estimate because of different revision schedules. Farm personal income is equivalent to farm earnings. Nonfarm personal income is personal income less farm personal income. Private, service-type industries consist of wholesale and retail trade, the finance-insurance-real estate group, the transportation-communications-public utilities group, and services. Per capita personal income is personal income divided by the resident population as of July 1. The metropolitan area definitions used by BEA for its personal income estimates are the county-based definitions issued by the Office of Management and Budget (OMB) for Federal statistical purposes. OMB's general concept of a metropolitan area is that of a geographic area consisting of a large population nucleus together with adjacent communities having a high degree of economic and social integration with the nucleus. OMB recognizes two sets of metropolitan areas in the New England region. The first set is defined in terms of cities and towns; the second set, which is used for the estimates presented here, consists of the 12 New England county metropolitan statistical areas (NECMA's). Outside of the New England region, the metropolitan areas consist of 58 primary metropolitan statistical areas (PMSA's) and 245 metropolitan statistical areas (MSA's). The PMSA's and one NECMA are grouped into 17 consolidated metropolitan statistical areas (CMSA's). The 315 metropolitan areas discussed in the text of this release consist of the MSA's, PMSA's, and NECMA's. The estimates for all of the areas, including the 17 CMSA's, are shown in Table 1. The estimates presented here reflect three changes in the metropolitan area definitions from last year. The first change is to the definition of the Jackson, TN, MSA, which now comprises Chester and Madison counties, Tennessee (Chester county was added). The other changes are the addition in June 1996 of two new MSA's: Jonesboro, AR, consisting of Craighead County, Arkansas, and Pocatello, ID, consisting of Bannock County, Idaho. The definitions of all of the metropolitan areas are available on the Internet.
