EDT, THURSDAY, JULY 24, 1997 Duke Tran: (202) 606-5344 (Analysis) BEA 97-22 Marian Sacks: 606-9274 (Estimates) STATE PERSONAL INCOME: FIRST QUARTER 1997 Three western states -- Utah, Nevada, and Oregon -- and one southeastern state -- Kentucky -- led the nation in personal income growth in the first quarter of 1997, according to estimates released by the Commerce Department's Bureau of Economic Analysis. The fast growth in personal income in all four states partly reflected strong earnings increases in durable goods manufacturing. For the nation, personal income increased 1.7 percent in the first quarter of 1997, the largest quarterly increase since the first quarter of 1995. Prices paid by U.S. consumers, as measured by the price index for personal consumption expenditures, increased 0.6 percent in the first quarter of 1997. All 50 states except Delaware had increases in personal income that exceeded the increase in prices. Fastest growing states Utah (2.4 percent), Nevada (2.3 percent), Oregon (2.2 percent), and Kentucky (2.2 percent) had the fastest growth in personal income in the first quarter of 1997. In all four states, net earnings and transfer payments grew rapidly. In each of these states, the fastest growth in earnings was in durable goods manufacturing, wholesale trade, finance, insurance, and real estate, and mining. In Nevada, there was a rapid increase in transfer payments. Slowest growing states Delaware (0.1 percent), South Dakota (0.7 percent), Vermont (0.7 percent), and North Dakota (1.0 percent) had the slowest growth in personal income in the first quarter of 1997. In addition, earnings grew slowly or were unchanged in durable goods manufacturing and government in North Dakota and in construction, nondurable goods manufacturing, and government in South Dakota. In North Dakota, dividends, interest, and rent grew slowly. In Delaware and Vermont, construction earnings declined. In addition, earnings declined or grew slowly in manufacturing, wholesale trade, and government in Vermont and in finance, insurance, and real estate in Delaware. In Delaware, the earnings declines in construction and finance, insurance, and real estate in the first quarter of 1997 were sharp; in the fourth quarter of 1996, unusually large lump-sum payments had boosted earnings growth in these industries. Weakness in transfer payments in Delaware in the first quarter of 1997 mainly reflected a large decline in state unemployment insurance benefits paid to individuals. Definitions Personal income is the income received by all persons from all sources, that is, from participation in production, from government and business transfer payments, and from government interest. Personal income is the sum of net earnings by place of residence, rental income of persons, personal dividend income, personal interest income, and transfer payments. Net earnings by place of residence is earnings by place of work -- the sum of wage and salary disbursements (payrolls), other labor income, and proprietors' income -- less personal contributions for social insurance, plus an adjustment for residence. Personal income is measured before the deduction of personal income taxes and other personal taxes and is reported in current dollars (no adjustment is made for price changes). The personal income level for the United States in this release is derived as the sum of the state estimates; it differs from the national income and product accounts (NIPA) estimate of personal income because, by definition, it omits the earnings of federal civilian and military personnel stationed abroad and of U.S. residents employed abroad temporarily by private U.S. firms.
