EDT, WEDNESDAY, JULY 24, 1996 Duke Tran: (202) 606-5344 (Analysis) BEA 96-22 Marian Sacks: 606-9274 (Estimates) STATE PERSONAL INCOME: FIRST QUARTER 1996 Nine of the 13 states with the fastest growth in personal income in the first quarter of 1996 were in the Rocky Mountain, Far West, and Southwest regions, according to the Commerce Department's Bureau of Economic Analysis. In most of these nine western states, increases in earnings were strong in durable goods manufacturing, retail trade, construction, and farming. In contrast, four of the seven states with the slowest growth in personal income were in the Great Lakes and Mideast regions. These four states had declines in earnings in durable goods manufacturing, partly due to the effects of a strike in the motor vehicles industry late in the quarter. For the nation, personal income increased 1.2 percent in the first quarter of 1996, the same rate as in the fourth quarter of 1995. Prices paid by U.S. consumers, as measured by the price index for personal consumption expenditures, increased 0.6 percent in the first quarter. Forty-three states had increases in personal income that exceeded the price increase. Fastest growing states In 13 states, increases in personal income were 0.6 percentage point or more above the U.S. average of 1.2 percent. In most of the nine fastest growing western states -- the Rocky Mountain states of Idaho, Utah, Wyoming, and Montana, the Far West states of Washington, Nevada, and Oregon, and the Southwest states of Arizona and New Mexico -- personal income growth was led by strong increases in earnings in durable goods manufacturing, retail trade, construction, and farming. Other industries registering strong increases in earnings were nondurable goods manufacturing in Idaho, Washington, and Wyoming, services in Arizona, Oregon, and New Mexico, and transportation and public utilities in Utah, Oregon, and Montana. In Kansas, Georgia, and Nebraska, earnings increases were strong in farming, and in Kansas and Georgia, they were also strong in construction. In Georgia, the strength in construction earnings partly reflected the extensive preparation for the 1996 Summer Olympic Games. In Kansas and Washington, strength in earnings in durable goods manufacturing reflected a rebound from the effects of a strike in the aircraft industry in the fourth quarter of 1995. In Florida, first-quarter strength in dividend, interest, and rental income (see table 1) reflected a rebound in rental income from the effects of property damage caused by Hurricane Opal in the fourth quarter of 1995. In addition, construction and farm earnings increased strongly in the first quarter. In Delaware, personal income was unchanged, and in Michigan, personal income declined. In the Great Lakes states of Michigan and Ohio and in the Mideast states of Delaware and New Jersey, personal income growth was dampened by declines in earnings in both durable goods and nondurable goods manufacturing. The decline in earnings in durable goods manufacturing partly reflected the effects of a strike in the motor vehicles industry late in the quarter. In Delaware, earnings also declined in finance, insurance, and real estate, and in Ohio and New Jersey, they also declined in transportation and public utilities. In addition, in New Jersey, construction earnings were weak. In Pennsylvania, Hawaii, and Massachusetts, earnings declined in durable goods manufacturing. They also either declined or increased little in nondurable goods manufacturing in Pennsylvania and Hawaii and in transportation and public utilities in Pennsylvania and Massachusetts. In addition, in Massachusetts, earnings declined in finance, insurance, and real estate and in farming, and in Hawaii, they declined in construction. Personal income is the sum of earnings (private and government wage and salary disbursements, other labor income, and farm and nonfarm proprietors' income), rental income of persons, personal dividend income, personal interest income, and transfer payments, less personal contributions for social insurance. Personal income is measured before the deduction of personal income taxes and other personal taxes and is reported in current dollars (no adjustment is made for price changes). The personal income level for the United States in this release is derived as the sum of the state estimates; it differs from the national income and product accounts (NIPA) estimate of personal income because, by definition, it omits the earnings of federal civilian and military personnel stationed abroad and of U.S. residents employed abroad temporarily by private U.S. firms. It can also differ from the NIPA estimate because of different revision schedules.
