FOR WIRE TRANSMISSION: 9:00 A.M. EDT, TUESDAY, JUNE 2, 1998 George Downey: (202) 606-9214 BEA 98-16 Richard Beemiller: 606-9210 Gerard Aman: 606-9207 GROSS STATE PRODUCT: NEW ESTIMATES FOR 1995-96 and REVISED ESTIMATES FOR 1977-94 For the nation, real gross state product (GSP) increased 3.2 percent in 1996, according to estimates released by the Commerce Department's Bureau of Economic Analysis. Real GSP increased in all states except Alaska and Hawaii. By state, growth rates in real GSP ranged from 8.3 percent in Utah to -5.6 percent in Alaska. Fastest growing states, 1995-96 Utah (8.3 percent), Nevada (7.8 percent), Delaware (6.3 percent), Oregon (5.9 percent), and New Hampshire (5.9 percent) had the fastest growth in real GSP in 1996. In Utah, the major contributors by industry to the growth in real GSP were finance, insurance, and real estate, mainly depository institutions; services, mainly business services; and manufacturing, mainly industrial machinery and equipment. In Nevada, the major contributors were construction; retail trade; and mining, mainly metal mining. In Delaware, the major contributors were finance, insurance, and real estate, mainly depository institutions, real estate, and insurance carriers; and services, mainly business, health, and "other" services. In Oregon and New Hampshire, the major contributors were manufacturing, mainly electronic and other electric equipment; and services, mainly business, health, and "other" services. --------------------- Percent change in real gross state product, 1995-96 ---------------------- Private goods-producing industries Private services-producing industries Total ----------------------------------- ------------------------------------------ gross Agri- Transpor- Finance, Go- state culture, Con- Manu- tation & Whole- insurance, vern- product forestry,& Mi- truc- factur- public sale Retail & real Ser- ment fishing ning tion ing utilities trade trade estate vices ------------------------------------------------------------------------------------------------ United States.... 3.2 0.3 -5.9 4.0 4.0 3.0 7.8 4.2 2.0 3.4 0.7 Utah............. 8.3 -3.2 -4.2 9.7 9.3 4.3 12.8 8.2 19.0 6.4 3.6 Nevada........... 7.8 6.1 30.9 24.5 11.7 7.7 14.0 10.4 4.9 2.5 4.8 Delaware......... 6.3 2.4 23.4 14.5 -2.3 2.5 8.0 6.1 13.3 6.3 2.0 Oregon........... 5.9 0 -2.1 12.1 11.3 6.5 7.7 6.5 1.3 5.3 1.7 New Hampshire.... 5.9 -.7 19.1 3.8 13.0 8.1 5.6 3.4 2.9 4.5 2.2 ---------------------------------------------------------------------------------------------------------------- Note: For the contributions of the industries to the percent change in total gross state product, see table 2. Slowest growing states, 1995-96 Alaska (-5.6 percent), Hawaii (-0.1 percent), Rhode Island (0.2 percent), Wyoming (0.7 percent), and Idaho (1.6 percent) had the slowest growth in real GSP in 1996. In Alaska, the major contributors by industry to the decline were mining, mainly oil and gas extraction; transportation and public utilities, mainly pipelines, except natural gas; and government, mainly state and local government. In Hawaii, the major contributors to the decline were construction and government, mainly state and local government. In Rhode Island, the major contributor to the slow growth was finance, insurance, and real estate, mainly depository institutions. In Wyoming, the major contributors to the slow growth were mining, mainly oil and gas extraction; and agriculture, forestry, and fishing, mainly farms. State shares of U.S. current-dollar GSP in 1996 The following map shows each state's share of U.S. current-dollar GSP in 1996. The five states with the largest shares of the U.S. total were: California (12.6 percent), New York (8.0 percent), Texas (7.2 percent), Illinois (4.9 percent), and Florida (4.7 percent). Together, these states accounted for more than one-third of the U.S. total. The seven states with the smallest shares of the U.S. total were Montana (0.2 percent), North Dakota (0.2 percent), Vermont (0.2 percent), Wyoming (0.2 percent), Alaska (0.3 percent), Rhode Island (0.3 percent), and South Dakota (0.3 percent). The Relation of GSP to Gross Domestic Product (GDP) GSP is the value added in production by the labor and property located in a state. GSP for a state is derived as the sum of the GSP originating in all industries in the state. In concept, an industry's GSP, referred to as its "value added," is equivalent to its gross output (sales or receipts and other operating income, commodity taxes, and inventory change) minus its intermediate inputs (consumption of goods and services purchased from other U.S. industries or imported). Thus, GSP is often considered the state counterpart of the nation's GDP -- BEA's featured measure of U.S. output. In practice, GSP estimates are measured as the sum of the distributions by industry and state of the components of gross domestic income -- that is, the sum of the costs incurred and incomes earned in the production of GDP. GSP for the nation differs from GDP for the following reasons: GSP is derived from gross domestic income, which differs from GDP by the statistical discrepancy; GSP excludes and GDP includes the compensation of federal civilian and military personnel stationed abroad and government consumption of fixed capital for military structures located abroad and for military equipment, except office equipment; and GSP and GDP have different revision schedules. In 1996, real GDP increased 2.8 percent, and real gross domestic income increased 3.2 percent. The estimates of real GSP are derived by applying national chain-type implicit price deflators by detailed industry to the current-dollar GSP estimates by detailed industry. Then, in order to capture the differences across states that reflect the relative differences in the mix of goods and services that the states produce, the same chain-type index formula used in the national accounts is used to calculate the estimates of total real GSP and real GSP by major industry. For additional information, see "BEA's Chain Indexes, Time Series, and Measures of Long-Term Economic Growth," Survey of Current Business 77 (May 1997): 58-68; and "Comprehensive Revision of Gross State Product by Industry, 1977-94," Survey of Current Business 77 (June 1997): 28-29. For the GSP estimates, private goods-producing industries are defined to consist of agriculture, forestry, and fishing; mining; construction; and manufacturing. Private services-producing industries are defined to consist of transportation and public utilities; wholesale trade; retail trade; finance, insurance, and real estate; and "services." GSP is estimated for 63 (mainly two-digit Standard Industrial Classification) industries. Improvements to the Estimates The following improvements have been incorporated into these new and revised GSP estimates: * Data from BEA's 1992 benchmark input-output accounts were incorporated for manufacturing for 1988-96; * New state source data on natural gas output from the Department of Energy were incorporated for transportation and public utilities for 1992-96; * Newly available state source data on sales, on sales taxes, and on gross receipts taxes were used in the allocations of national commodity taxes by industry for 1977-96; and * New source data were incorporated for mining for 1993-94. A further discussion of the GSP estimates, including the impact of the revisions, appears in the forthcoming June 1998 Survey of Current Business. Availability of Detailed Estimates of GSP The following GSP estimates for 63 industries for 1977-96 for states, BEA regions, and the United States are available from BEA on diskette: Current-dollar estimates of GSP by major component and real GSP estimates in chain-type quantity indexes, in chained (1992) dollars, and in fixed-weighted (1992) dollars (two diskettes) -- product number RDN-0197, price $40.00. The diskettes include a Windows program so that selected records from the data files can be imported into computer spreadsheets. (The GSP estimates will also be available on the State Personal Income CD-ROM that is scheduled to be released in the fall of 1998.) implicit price deflators) as the product of the chain-type quantity index and the 1992 current-dollar value of the corresponding series, divided by 100. Because the formula for the chain-type quantity indexes uses weights of more than one period, the corresponding chained-dollar estimates are usually not additive; that is, state totals usually do not add to regional totals or to U.S. totals, and regional totals usually do not add to U.S. totals.
